1. The federal government is freezing over $2.2 billion in grants and $60 million in contracts to Harvard after the university rejected demands from the Trump administration. The feds want “merit-based” policies, a protest mask ban, and a diversity audit. Harvard’s president says the demands violate free speech and exceed legal authority under Title VI. (WMTW)

2. Indiana is now the sixth state to face the growing measles outbreak as the CDC confirms more than 700 reported cases and three deaths. The outbreak originated in a community in Texas, where 541 of the more than 700 cases have been reported. The two children and adult male who died from the measles were not vaccinated. (LATimes)

3. The Portland City Council held the first reading of a proposed 180-day moratorium on large-scale venues over 2,000 seats. The move could delay a planned 3,300-seat Live Nation-backed music venue downtown. A second reading and vote are still needed. (WMTW)

4. A rare autographed Cooper Flagg trading card changed hands in a cash deal this week at Double Play Collectibles in Scarborough. The Topps Chrome McDonald’s All-American card was pulled by a Maine collector and sold to fellow Newport native Mathew Thornton. Similar Flagg cards have fetched up to $85,000.

5. It’s Tax Day! The last day to file your taxes before getting hit with penalties.
