1. Portland city councilors voted against an emergency measure that would have added bunk beds to Portland’s largest homeless shelter as a way to get more people into the shelter. Opponents argued adding more people to the 208 people already in the shelter would make the living situation in the shelter worse. It’s unclear what city leadership will do next. (WGME)
2. The state fire marshal was called to USM’s campus for the second time in roughly a week on Monday morning. Firefighters were called to Upton Hastings Hall at roughly 2:07 a.m., as students were being evacuated from the four-story dormitory. The fire was determined to have started in a closet on the third floor, but was thankfully contained by the floor’s sprinkler system. 47 students from two floors are being temporarily relocated due to the damage. 3. A Nationwide Emergency Alert Test is scheduled for this Wednesday. Every cell phone, radio, and TV will blare that familiar warning tone, followed by a voice explaining it’s only a test. The test is scheduled for 2:20pm ET. It will last roughly one minute. (Yahoo)

5. No one had the six winning numbers for Monday’s Billion Dollar Powerball drawing. That means tomorrow’s jackpot is up to $1.2 billion. It’s the first time in Powerball history that there’s been back-to-back billion-dollar payouts. The last Powerball winner won $1.08 billion in July. (Axios)
