1. On Thursday, President Biden took executive action to pardon all people convicted of simple marijuana possession under federal law. “Criminal records for marijuana possession have also imposed needless barriers to employment, housing, and educational opportunities,” Biden said in a statement. “And while White and Black and brown people use marijuana at similar rates, Black and brown people have been arrested, prosecuted, and convicted at disproportionate rates.”

2. Millions of people are turning to the Federal Emergency Management Agency for financial assistance rebuilding in the wake of Ian. But that aid is not an option for any ‘snowbird’ who has a home in Florida that is not their primary residence. FEMA lists a home not being a primary residence as one of the top five reasons applications for disaster aid get rejected.

3. Governor Janet Mills and challenger Paul LePage conducted their second debate Thursday morning before the Portland Regional Chamber of Commerce. Candidates showcased their differences on taxes, spending, affordable housing, and education.

4. In Sanford on Thursday night, 12 year old Chace Fromwiller who is fighting brain cancer was named honorary captain of the football team. He led the team out of the tunnel and kept an eye on the coin toss. Spectators, on both sides, also wore blue in support. Donations were also collected at the game.
