1. Several inches of record-breaking snow blanketed parts of northern Maine Monday morning. According to the National Weather Service, Caribou received more than three inches of snow. It is the most snow the city has received this late in the season. (WMTW)
2. Portland City Council approved the budget to keep India Street clinic open. Three amendments saved most of the services at the free health clinic, like STD testing and the needle exchange program, but it couldn’t save the services provided to HIV-positive patients, who will have to go to the Portland Community Health Center on Park Avenue. 4. Doctors at Massachusetts General Hospital performed the first U.S. penis transplant, they said Monday, calling it a “landmark procedure.” Thomas Manning is recovering well after the 15-hour procedure performed by a team of over 50 surgeons, doctors and nurses. Manning, of Halifax, Massachusetts, had his penis amputated after he was diagnosed with penile cancer in 2012. (CNN)

The Maine Principals’ Association has decided to prohibit the use of unmanned aerial systems, also known as drones, at all the high school athletic events it sponsors, mostly playoff and championship games. many school districts worry that a drone could crash into a crowd of spectators or be used by coaches to gain a competitive advantage.
