1. A widespread power outage hit Spain, Portugal, and parts of France on Monday. Rail traffic came to a halt in Spain. Officials in Portugal warned against unnecessary travel due to traffic light problems. Investigators are trying to figure out the source of the outage. A cyberattack was ruled out. (CNN)
2. The Vatican has announced that the papal conclave will start on May 7th. The conclave is when the Catholic cardinals decide who will succeed Pope Francis after his recent death. Over 100 cardinals will be a part of the election process. (NBC)
3. The Portland City Council approved a $205,000 grant to remove arsenic- and lead-contaminated soil from Fitzpatrick Stadium, found during upgrades by the Hearts of Pine soccer team. The dirt, near King Middle School, must be safely disposed of. Councilors also delayed a vote on a 180-day pause for new large concert venues. (WGME)
4. Maine’s new “pine tree plate” rolls out Thursday, replacing the chickadee design after 25 years. Renewing drivers must choose between two versions and will get a new plate number—unless they pay $25 to keep the old one. (WGME)
5. Former Gorham and Indiana star Mackenzie Holmes is set to make her WNBA debut with the Seattle Storm next month. After missing last season due to knee surgery, Holmes is healthy and ready to go. The Storm’s season tips off May 17th, with her closest games to home on July 9th and 28th against the Connecticut Sun. (WGME)
